Zi Ping Bazi has been invented for more than 2 thousand years. It was only Song Dynasty whereby Master Xu Zi Ping shifted the Point of Reference from Year Pillar to Day Pillar. Hence, both Day & Year Pillars can be used in determining the Void Star.
Personally, I do not have any preference.

I don't wish to assign any percentage as different chart would have different degree of impact as to the deity near to it.
Void Star can also appear in the Major Qi of the Earth Branch. I don't consider the minor qi in this instance.
If the deity / element in the Hour Pillar in your daugher's bazi chart is unfavorable, Void Star does help to reduce the negative impact.
If it is favorable, the same principle applies. That is the auspicious energy would be discounted.
The worst scenario that I can think of at the current moment is that if the element / deity at hour pillar is the only favorable element & is being together with the Void Star, the outcome would be negative.
Void Star weakens the energy of the element and, hence, the deity. However, the story does not end here by merely seeing the Void.
Up above the Yearly Stem, there is another Wealth deity (Ji Earth) to lift up the strength of the wealth deity in the natal chart. Furthermore, there are fire to strengthen the earth (that is in void).
I would say that the impact of the void is manageable & is being compensated by the earth & fire.
Thanks for your beautiful explanation, and for pointing out that a pillar containing the Void star should never be looked in isolation. It is very hard to read your child's chart objectively :)
