What does it mean if primary and secondary resource is equally strong in a chart which has strong implicit and explicit talent?
Can it mean that parents (or mother) will restraint the child's self expression?

I must admit, your term sometime confuse me. Maybe because you are using a slightly difference term/naming for 10 gods. Took me awhile to read and digest your book. But still digesting.
I build a maping between your term and the normal term found on the web so i can understand easy.
I am a strong Ji DM with lots of Gengs and strong fires too. I do stand out of the norm, and always question even questing my direct manager, boss or other department :)

The terms or the names that I have assigned to each of the deity is to attempt to 'better reflect' the underlying meaning of the individual deity.
My intention was to make it such a way that whenever the readers look at the names (or terms) itself, they can tell (from the name) the underlying meaning that the deity.
For your case, Geng is the Explicit Talent (伤官). From the name 'Explicit Talent' itself, it is obvious that the person with such a deity are talented. Also, he/she is the person that know how to speak up for himself/herself openingly (the meaning of 'Explicit').
Regardless of whether 伤官 is favorable or unfavorable, the person is still considered to be talented, witty & smart.
It is only when it is unfavorable (i.e. too strong), then the languages & the behaviours can be 'hurting' :-( And, I supposed, this is the main reason why other authors used the term Hurting Officer.

As per my understanding, I think, the term Hurting Officer may also mean the element that hurts (or controls) the Officer element (Proper Authority). For example, in case of a Ren DM, the Hurting Officer (Explicit Talent) is Yi, which controls (or hurts) the Direct Officer (Proper Authority) Ji.

1. when DM is too strong (strong character, to the extend of being self opininated)
2. when the Explicit Talent is too strong (meaning extroversion)
