The Stringent and restrictive movement is coming more from the mother's side/ a female figure as the mother is more influential in the person's life ?
Can it be said that the person's thinking itself is stringent and restrictive?

Can we also say that the chart owner has a very strict mother if the stem is direct resource, representing mother and also located in the parent palace? And depending on whether resource is favorable or not, the restrictiveness maybe a good thing?

Yes, the stringent & restrictive movement may come from the mother or a female figure in the family. As the Resources Deity can also be used to denote family & senior. We can also expand to include family members (especially the senior female family members).
As for the restriction is for the best or worst, it depends on the favorability of the Resources Deity.
Given that DM is living in such an environment, he/she can having the similar mentality.

Depending on the strength of the DM, The presence of Resource deity may not necessarily "Be in the way of the DM as essentially, Resource Deity is the one that produces DM. Therefore, Weak DM can benefit the most by sitting back and being supported by the female figure (Guys' ultimate dream lol). Jokes aside, however, For the strong DM......it is a double edged sword. As DM does not need it but at the same time need it to be remain strong. But, DM would not experience good time as long as the "female figure" is always in "your face" and "in the way".

We need to look at things from both sides of the coin & this is the central theme of Yi Jing (The Book of Changes). There is no such thing as bad or good. Because, within good/yang, there is yang/bad. And with bad/yin, there is yang/good :)
