Traditionally, scholars viewed Deity of Implicit Talent as an auspicious deity. It is often seen as Star of Longevity (寿星), Star of Nobility (爵星) and Star of Luck (福星). Why is that so ?
Star of Longevity (寿星)
~ Deity of Imposing Authority conflicts with and harms the day master, whereas the Deity of Implicit Talent can restrain the Deity of Imposing Authority and keep him from savaging the day master. The day master is thus able to survive safely and enjoy a longer life.
Star of Luck (福星)
~ Those with Deity of Implicit Talent are imbued with artistic flair, enjoyment of the palate, a comfortable life, a leisurely mentality and good health. It can be said to be the manifestation of good luck and fortune.
Star of Nobility (爵星)
~ Deity of Implicit Talent can creatively support the Deities of Wealth and give rise to affluent living· Deity of Implicit Talent restrains the high-handedness and unreasonableness of the Deity of Imposing Authority and transforms it into the drive to succeed. The day master has an aura of nobility.

If a natal chart has no talent deity at all, what are the likely implications?

One of the representations of Talent Deity is abililty to express herself or himself. Hence, if a chart has no Talent Deity, we can deduce that the DM 'maybe' weak in expression.
I used the word 'maybe' because there are also some other deity that represent expression ability.
To know the implications in greater details, you need to enhance your understanding on the concept of Talent Deity :)

Say DM strong due to the present of strong Resources, what will be the impact to the Strong Talent Deity?
I am using myself as an example.

If that is the case (strong resources produces strong DM produces strong talent), the elemental flow is considered as smooth. I would deem it as a good chart.
If I am not wrong, you are a Earth person. If the fire is strong, the chart may becomes dry & hot. Put it simply, smart but can be impatience.

From my knowledge...Bing Fire DM who are strong don't need anymore resources, is that valid?

My 2 cents,
Strong DM will not like to see / meet resources element. Unless the Luck or Annual weaken the DM. e.g. with Water and Metal suddenly present during the LP or AP.
