“Strong DM, Weak Wealth”refers to a strong DM with weak Deities of Wealth and absence of support from Deities of Talent.
From this we can make further deductions on the DM’s character:
1． DM is too strong, intrinsically stubborn, unreasonable and obdurate
2． Obstinate, individualistic and reckless
3． Weak Deities of Wealth represent poor financial management and quick dissipation of accumulated wealth
4． Highly ambitious, opportunistic and may even be an avid gambler.

Could you explain what are Deities of Talent?
Is it Eating God? (as in output?)
If there is Deities of Talent, means that they can accumulate wealth?
If the DM is Strong, with weak Wealth, means that they are never able to become rich?

Deities of wealth refers to Conventional & Unconventional Wealth.
BTW, the terminologies used by different masters can differ. The terms cited by me here are based on my books.
Yes, Eating God (as mentioned in your posting) are the same as Implicit Talent in my book. Since, talent deity produces wealth deity, it could help to accumulate wealth.
In bazi reading, it is about deducing possibilities of the future events. It is not absolute and subject to changes. One of which are our hardwork & karma :)
Hence, we can't conclude that a person can never be rich loosely.

I have another question,
If say DM is very strong, and has 2Implicit Talents in the HS of Month and Year, and have like 3 Explicit Talent in the BS (as a secondary Qi, day,month,year)...
is it possible to conclude this DM is Strong, with many talents but weak wealth (wealth located in hour BS~secondary chi), will stil be able to
a)accumulate vast fortunes?
b)if able to improve management of finances can reduce the outflow of funds?
c) a partner/wife/spouse who has alot of the wealth elements of the DM will be able to rich or say help him/her manage the wealth more efficiently?
d) a partner/wife/spouse alot of the wealth elements of the DM is more compatible and hence be happier eventhough at the spouse palace of the DM is an amiable deity?

The info provided is insufficient for me to determine the strength of the DM.
However, given that the talent deity is strong, it would help to generate wealth eventhough the wealth deity is not evidently appear in the bazi. But, of course, the level of wealth is not as good (or strong) where the wealth deity is strong & favorable.
With proper & careful management of finance, anyone could (definitely) reduce the outflow of funds.
As for the question of the partner or wife possesses the element that is needed by the DM, different masters view it differently. We have discussed it previously.
