Literal Translation & Interpretation:
Normally, we associate Proper Authority Deity with career & husband (for a female chart). Proper Authority Deity can also be associated with the ‘internal system’ of a corporation and, also, the legal system of a country.
Hence, when an unfavorable Explicit Talent Deity is overly strong, it clashes with Proper Authority Deity (伤官见官), meaning challenging the legal system.
When the energy of Proper Authority Deity is favorable, such a clash (by the Explicit Talent Deity) implies legal entanglement or, even, imprisonment.
Cautions have to be exercised when such as clash occur during the Annual Luck Cycle.

So what is the best way to improve the situation if a chart has a Shang Guan beside a Zheng Guan?
And what is the true meaning of the term 用神 (useful star). How do we actually 'use' it?

If the DM is an adult, it would be difficult to change his/her Shang Guan's behaviours.
However, if it is a child, things would be better. The presence of both Shang Guan & Zheng Guan simultaneously signifies that the person is having dual personality.
Hence, as a parents, we can emphasize heavily on one of the aspects of behaviours that we want.
But, as a guide, I normally encourage parents cultivate Self-Discipline in the mind of the kids by fixing the daily routine (i.e. Zheng Guan's life style).

用神 is the element that can 'balance' the entire chart.
If the wood is favorable, but missing, we can introduce color or direction, name that is related to the wood.
However, how effective is this remedy?
Personally, my way of using 用神 is to understand what does that wood represent in term of 10 deities.
For instance, if the chart is having a strong Shang Guan as unfavorable deities (element), Primary Resource Deity would be the favorable deity (element) that can conquer the negative impact of Shang Guan.
Then, I would encourage the person to take up courses, to join a religion, etc. These activities are more closely related to Primary Resources Deity.
By doing so, he/she can be more knowledgeable & humble.
The above is how I use the 用神。

1. So in the above example, where the Shang Guan is the trouble-maker in the chart, does it follow that we should categorize it as the 'useless' star, and accordingly reduce the behaviours related to Shang Guan (indulging in talents, writing, criticizing etc.)?
2. Can we suggest the use of a useful star if it is not present in the original bazi? I mean, if the person lacks, for example the Primary Resource as in above, can he still use it? As it would seem he would lack even the most basic affinity with it.

Truly, the Ten 'Deities' concept is the light that shines meaning and understanding on the subject of bazi. Without this framework, bazi would be so much harder to decipher.

1. No, we should never view any of the deities as 'useless'. Shang Guan represents talents. They are very smart in picking up new skills & knowledge, both good & bad. So, the important issue is to introduce more good stuffs to individual with strong Shang Guan.
2. As for the second question, it depends on how we view it :)
It is true that he would have less interests & affinity with the study as the deity is lacking. However, since it is lacking (in theory), we have to cultivate it.
For instance, Primary Resource Deity associates with study. If it is lacking, it signifies that the DM is not interested in studies. Hence, to rectify it, we should (on the contrary) cultivate his/her interest in learning.
