Literal Translation & Interpretation :-
One of the functions of Explicit Talent is to produce the WEALTH deity. Hence, if there is a presence of Explicit Talent & Wealth Deity simultaneously in the natal chart, the DM could be a wealthy individual.
By saying so, I have to cautious you that the DM have to be strong in order to be rich.

I know of many weak DMs (with Explicit Talent and Wealth deities) who have enough wealth to last for over ten future generations!
I believe a DM can consciously take steps to beating the odds of a harsh pronouncement that "only strong DMs can be rich."
I believe there may be more to this story that this one observation :)
As an aside, why is only money equated to being "rich and wealthy"? Why does there appear to be such strong emphasis on wealth generation in Chinese Metaphysics?

I do agree with you that many of the weak chart (I am referring to the weak DM with Explicit Talent & Wealth deities) is extremely wealthy ;)
In actual fact, during my reading of bazi for the distinguished guests of APEC & IMF/World Bank, I did discover that those that made it to the top are those chart with lot of Explicit Talent & Imposing Authority.
I think the reason is simply that they are bold enough to take bold actions & made tough decision.
As for your question on why Chinese Metaphysics place much emphasis on the wealth aspect, it is due to our culture.
In fact, Wealth is only one of the aspects. In Chinese Metaphysics (i.e. our culture & tradition), we emphasize on :-
- Marriage (妻)；
- Wealth（财）；
- Offspring（子）；&
- Fame & Status（禄）

My question is
A) Explicit Talent ~ is it the same as Eating God ?
B) Wealth Deity ~ is it Indirect and Direct Wealth ?
C) What if the wealth (Indirect wealth) is a secondary element in the hour branch? does it still apply?
D) If there is explicit talent in the chart, but what if there are 2 Explicit talent side by side on the stem in the month and year?

A) Eating God is (in my book) known as Implicit Talent.
B) In this instance, the Wealth Deity refers to both the Conventional & Unconventional Wealth.
C) What is 'secondary element'? Are you referring to sub-energy or HHS (i.e. Hidden Heavenly Stem)? If you are referring to HHS, the impact is not as obvious as if it is the main energy :)
D) If the energy of these 2 Explicit Talents is strong, the person is smart, but ambitious.
