My rough translation:
When there is no Officer star within base Bazi chart and the star does not appear in LP before the age of 40, then affinity with opposite sex is poor, it is hard to have boyfriend.
Interpretation:
The sentence is self explanatory and I do not have enough knowledge to give depth interpretation but to add a little bit, this statement applies to female only since it takes Office star to represent the counterpart.

I only have one officer star in my hidden stem yet I don't have any difficulties in getting into a R/S.
