a)What if there is something like Yin Wu Xu without heavenly stems to transform into Fire, would Yin Wu Xu be of any use and still consider 'Fire'.
b)Will the luck pillar of Fire interact only with the Year Pillar of a Bazi or would it interact with all the 4 Pillars? Let's take for example, if the Year Pillar has Water. Fire Luck will clash with Water Year Pillar. Will the Fire Luck 'progress to the month pillar, day pillar and hour pillar'?

I say the favorable element would be water and wood because the DM is weak. it needs water and wood to make it stronger. even if it's in winter fire can't be favorable as it will burn up wood. scenerio did say 'weak DM'.
a) Even though there is no fire in the HS, the combination of Yin Wu Xu is still considered as strong 'Fire'. With the presence of Fire in the HS, it would be much stronger.
b)The luck pillar is an additional energy affecting the natal chart. It would, of course, interact with the entire 4 pillars.
Don't put too much of your attention on the technicality. We are dealing with human beings :)
If I were you, my immediate attention is to identify whether the favorable element in the natal chart is being affected. If it is affected, good or bad....

To me, both the HS & EB affects the entire chart. It is just that the impact of HS is more OBVIOUS than the impact of EB to the DM.
In term the degree of impact, the EB is more.
As for the combination and/or clashes with the favourable element, we have to identify it severity.
There is no generic answer to your second part of queries. We have to make some assumption.
If the Geng Metal Luck Cycle is very strong & the Wood (if fav) is weak in the chart, it would be severerly & negatively affected.

There is no right or wrong answer as to which one comes first.
Personally, I place much emphasis on identifying favorable element(s) than chart pattern.
